Criticism of 21st Century Jobs Fund is Simply Premature

The Detroit Free Press ran an in-depth article yesterday (link) taking a look at the impact of the 21st Century Jobs Plan, a program that is likely to come under further scrutiny this election year as it's chief architect was House Speaker and current Gubernatorial Candidate Andy Dillon and was championed by Governor Granholm. 

The 21st Century Jobs Plan was put together in 2006 to invest money through loans to businesses looking to invest in Michigan and create good paying jobs in the emerging fields of life sciences, advanced manufacturing, alternative energy, and homeland security.

Now, only 4 years after being implemented, the Free Press criticizes the plan for not generating the jobs that its supporters claimed would be coming. It notes, for example, that only 1,147 jobs have been directly created by the fund, and three companies that received loans under the program have gone under.

Unfortunately, that criticism is exactly what is paralyzing Michigan's government at many levels today.

Perhaps in the era of term-limits it isn't surprising that so many elected officials limit their idea of success or failure to what they see happening right now, but the reality is that an economy cannot be transformed overnight, or likely even within an elected term of office. 

The 21st Century Jobs Fund is the type of long term investment that simply cannot be judged in only 4 years, as it was intended to sow the seeds of new economic development in Michigan over the course of a decade or more. Declaring it a success or failure now is akin to declaring a first round draft pick a bust after one game in the NFL, or saying NBC should have cancelled Seinfeld after its dismal ratings early on in it's run.  Some things simply take time to know whether they're working or not.

In today's world, however, nobody has the time or patience to wait that long,  so we see politicians racing to judge the success and failures of the 21st Century Jobs Fund, all while our state awaits a new group of legislators that will come into office next year claiming to know the magic cure-all to our economic woes.

I don't claim to know for sure whether the 21st Century Jobs Fund will ultimately produce the type or number of jobs it's creators envisioned, but I'm also not foolish enough to judge an ambitious plan like that so early on.  Michigan's leaders cannot be focused only on short-term gains if we are to ever rebuild our economy, but must also be willing to invest for the long term.

In our current political climate, however, it's easier to criticize than lead, and the fund's creators, including Andy Dillon, will no doubt be criticized this election year.  I for one think that they instead deserve credit for being among the few willing to champion a project like this whose success will likely only be measured after they leave offic.

Maybe it will work, maybe it won't, but if nothing else, it shows real leadership at work, and that's something we definitely need more of in the short-term.

Bullshit.  There's no reason why a successful program should take longer than that.

Ryan's diary made a point and made an argument explaining his reasonsing for that point.  His argument, that economic recovery doesn't happen within the confines of one election cycle is the same one that's been made by both the Granholm and Obama administrations.

On the other hand, you call his argument lame, but don't explain why.  You say you support the program, but don't explain why.  You make the point that a successful program shouldn't take longer than this, but don't explain why.

...then that would be BEFORE Andy Dillon became House Speaker. Before the Democrats even took control of the Michigan House for that matter.

Which means Andy Dillon would have been a freshman representative from the then-MINORITY party.

So please, MSURyanJ and Brady, please tell us again how Andy Dillon deserves so much credit for the 21st Century Jobs Fund in the first place?

Shouldn't the lion's share go to Governor Granholm for "championing" the Fund, and the Republican-controlled legislature for not stonewalling and preventing the bill from even being considered (as they've done in the Senate ever since the '06 elections)?

You are correct in stating that Dillon was a freshman minority member.  At the time, the House Republican majority was stonewalling most Democratic bills from being considered in the House just like they are today in the Senate.  Dillon's work on the 21st Century Jobs Fund is what led to House Democrats to elect him as Speaker of the House following the November 2006 elections which put Democrats in the majority.

Andy Dillon's big contribution to the Jobs Fund wasn't the fund itself, or any of the arcane matters about how it would allocate funds or be administered.

His big idea was the state government equivalent of going to J.G. Wentworth to sell a big chunk of Michigan's tobacco settlement annuity -- for a fraction of what it was worth -- because Michigan needed cash NOW.

Naturally, his fellow...I mean, THE Republicans jumped all over that.

Finally, I really question the causal relationship between this bit of financial chicanery and being elected House Speaker.

What happened with the 21st Century Jobs Fund is that Dillon found a way to make it happen when the Granholm Administration and the Senate Republicans were at a stalemate.  That's what got him elected as Speaker.  It's very similar to the 2007 budget when the adminstration and Senate Republicans were once again at a stalemate waiting for each other to blink in the face of a government shutdown.  Dillon, once again, found a resolution to the impasse and personally absorbed the weight of the political blow, successfully defeating recall attempts against both himself and other Democratic legislators.

Dillon has been elected twice as Speaker by the majority of the House Democratic Caucus.  There's a reason for that.

So, Brady, here you are, agreeing that Andy Dillon's ONLY contribution to the 21st Century Jobs Fund was coming with a way to pay for it that appealed to just enough Republicans. OK. Moving on.

Problem is, raiding the tobacco settlement money THEN meant that those funds were no longer available a couple of years later to save the Michigan Promise Scholarships.

Thanks, Andy! Thousands of Michigan college-age students and their families really appreciate how your short-term expediency directly affected their ability to afford a higher education!

And there's still no causal relationship -- other than your word -- between Dillon's support for the fund and his eventual election as Speaker. As I recall it, thanks to term limits we didn't want to have to keep selecting new Speakers every two years, so Dillon became a default choice as a returning House member with four years left, not just two.
