The Freep's editorial on the Detroit water fiasco

News broke this week that thousands have lost water in Detroit the last few months over unpaid utility bills. it's an easy thing to get outraged over, but it's probably also a little more complicated than what appears on the surface. The Freep editorialized on it, and it's pretty good ... I think. It's true that people need to pay bills, but in a case like this you also have to wonder what level of institutional incompetence allowed this all to happen. The response by the city says that they are not going to tolerate delinquents, while not acknowledging that past mismanagement contributed to it. I mean, I hate to get all real here, but if you let people skip out on paying bills, they're going to stop doing it ... and it ain't entirely your fault.

About 60% of customers had service restored within 24 hours, and roughly 40% of the rest in 48 hours.
tells us that many people--and profitable businesses--who were able to pay simply chose not to.
