Take Me To Your Leader

(Based on my understanding of the process, from Washtenaw County. - promoted by lpackard)

Here in Michigan, we are choosing new local Democratic party leadership right now to carry us through the Presidential election in '08. Unfortunately this stuff isn't publicized very much, so it remains mostly an insider's game. Here's how it works. (Note: whenever I talk about electing a new board or position, I mean a new term - there are no term limits for this stuff, so people currently holding those positions can and do run again.)

New precinct delegates were elected by the August primary. County conventions were held right after Election Day to elect new Executive Committees for each county party.

The next part happens in December, when the new Executive Committees of each county will meet. They will then elect a new county party Executive Board.

Wayne County works differently since it's all done by Congressional District there - that leadership will be voted on at the MDP state party convention in February I think?

Whether or not you are on your county's Executive Committee and have a vote, try to make this meeting. This is your chance to meet the people who want to lead your county party for the next 2 years, and maybe even throw your hat in the ring for a position. (Although if you want to run for something, you should probably already be talking to folks now for support.)

Sneak preview of the future:

After the new county party Executive Board is elected, they (or just the Chair?) may put together a slate of people for appointment to the Michigan Democratic Party's State Central committee (the body which runs the state party). This is probably handled directly by the CD leadership in some cases. The actual elections happen by Congressional District, at the state convention in Feb.

The MDP state convention will reconvene in February to elect a new state party chair, new leadership for all the congressional district committees, and new leadership for State Central. That convention is open to all, voting privileges available for all 30-day MDP members and precinct delegates.

This is based off my own experience (in Washtenaw County) of how things work. Every county seems to operate a little differently, so I wouldn't be too surprised if your process is slightly different. I think a lot of this stuff (meeting dates and so on) are governed by MDP rules, so they have to happen within a certain time frame.

The County Executive Committees do NOT (0.00 / 0)
elect State Central Committee delegates - the Congressional District Spring Caucuses (held at the state convention) do. See Article 7 of the state party rules.

It's my understanding that the CD leadership tells the county parties how many seats they get on State Central, the county parties (or maybe just the Chair) choose the people they want to submit, and then the CDs pretty much rubber stamp it. I'm a little fuzzy on the details though.

It may be that different ways of doing things (0.00 / 0)
have evolved in different CDs. I believe (I'd have to look up the rules again, and I don't have them on this computer) each CD gets four SCC delegates, two male and two female. So let's say your CD has six counties - obviously each county can't have a seat.

The way we (6th CD) did it last time was to take nominations from the floor of the caucus, then vote by proportional representation by county. Each county gets a certain number of votes based on the Democratic vote in the last general election within that county. Then if only one person shows up from a given county, she gets to cast all the votes allocated to that county. If 30 delegates are at the caucus from another county that has 10 votes, each delegate effectively has a third of a vote. This sounds complicated, but it prevents a county from 'packing' the caucus.

This is a good thing for the blogosphere.  The OCDP is already looking to use blogs as a way to reach the masses.  Having bloggers on the board will help with that.

The Oakland County Democratic Party Executive Committee (0.00 / 0)
There are 168 total members of the Executive Committee, with 56 of them being candidate/elected official members.

For the Executive Board, there are 18 in total, if I remember correctly. Chair, Four Vice Chairs. Recording Secretary. Corresponding Secretary. Treasurer. Four Congressional District Vice Chairs. Six Officers-At-Large.

When will the district conventions be held? (0.00 / 0)
Will they be held locally a week or so before the state convention, or at the state convention site before the full convention opens?

I live in Wayne County (11th District), so we don't get a county convention for Christmas.
