GOP bill would raise taxes on working poor

Well so much for balancing the budget "without a tax increase."  Yesterday, State Sen. Nancy Cassis introduced a bill that would raise taxes on Michigan's lowest-income workers by $132 million in 2008 and $290 million in 2009 by preventing the Earned Income Tax Credit from taking effect.  In defending her legislation, part of what she describes as a larger effort to make Michigan a right-to-work (for less) state and paying workers less when they work on public projects, Cassis makes the incredible statement that "it is challenging to balance the state budget without raising taxes on working families but we must make some difficult choices."  As if eliminating the Earned Income Tax Credit isn't a tax increase!  If a low income worker ends up paying more in taxes at the end of the day, that's a tax increase.  All this does is shift the tax burden on to the backs of the people and families who can least afford to pay it.

In addition, while calling herself "a strong advocate of the EITC," Cassis continued to defend the bill by questioning "how responsible it would be to remove $132 million from the general fund when the budget faces a potential $1.8 billion shortfall."  Coming from the very same Nancy Cassis who earlier this year proposed a $600 million tax cut for businesses, the hypocrisy on "responsibility" is a bit hard to take.  It's not about responsibility, it's about Republican priorities: Tax cuts for businesses.  Tax increases for the working poor.

For some background, the Earned Income Tax Credit was passed last year as part of the debate over increasing Michigan's minimum wage.  If you remember, the Republicans in the legislature approved a minimum wage increase in a cynical attempt to kill a Raise the Wage ballot initiative that threatened to boost Democratic turnout in the November elections.  But in their haste, they messed it up, and Governor Granholm was able to get the EITC passed as part of a deal to correct the Republican mistakes in the original legislation.

Now, however, Sen. Cassis and her Senate colleagues are proposing to break their end of the deal (though when Cassis was asked by MIRS if her bill reneges on the agreement, she responded with the classic line "Not really").  There's a word for people who break their promises.  And to lie while hitting Michigan's working poor in this economic climate is shameful.

It's also worth noting that Cassis's top ten campaign contributors include Blue Cross/ Blue Shield of MI/ BCBSM PAC; Singh PAC; DTE Energy Co. PAC; Building Industry Assn. PAC; MI Bankers Assn. PAC/ MI BANK PAC; MI Beer & Wine Wholesalers Assn. PAC; RJ Reynolds MI PAC; MI Credit Union League Action Fund; Auto Dealers of Michigan PAC.  Notably absent from this list of bankers and cigarette companies is the single mother working two jobs to give her children a shot at a better life or the young person just starting out deciding whether to build his or her future in Michigan or somewhere else.

The question isn't whether a tax increase is part of balancing the budget, but whose taxes the Republicans will raise.  Now we know the answer.

It takes real courage to hammer away at poor families with kids...not (4.00 / 2)
From the Kids Count Report released this week from the Annie E. Casey Foundation:

28 percent of kids in Michigan live in families earning less than 150% of the federal poverty level.  Presumably these families are receiving the EITC.  And they need it.

But, these families are least likely to lobby legislators or make campaign contributions or host fund raising events.  They're too busy trying to make ends meet in Michigan, where they are lucky to have work at all.

Putting conservatives in charge of our government makes about as much sense as GM hiring a CEO who hates cars.

Never a doubt in my mind that Republicans (4.00 / 1)
would raise taxes on the poor instead of their pals and bankers. We have to get rid of the Republicans in the Senate.

They've never met a tax cut that they didn't like--unless of course, it would benefit the poor.  Can't allow that  for God's sake!!

EITC Attack is Shameless! (4.00 / 2)
Nancy Cassis should be ashamed of trying to strike a blow against Michigan's working families.  The EITC overwhelming helps out those who are struggling to make ends meet on minimum wages.  The EITC is often the difference between making and not - talk to just about anyone working in human/social services today.
