This is NOT a photoshop project. It's my U.S. Representative, Mike Rogers (R-Brighton), from the Livingston Daily Press & Argus...

Apparently, Mike decided to do this little skit for the Brighton Rotary Club's "Lip Stync" show. Heh...can you imagine this on a billboard?
