Say 'Thanks' to this Republican, he's earned it.

It's very easy for all of us to criticize the other side. It's something that we do time after time, because 9.9 times out of 10, they deserve it and make it so easy for us.

People are used to having the left fight the right and vice versa, and sometimes when those two sides get along, people become confused and forget what you're supposed to do when they aren't fighting.

This is one of those rare times where I would ask you to consider stepping away from the norm. I'm guessing that after you read this, you'll understand why.

We're in the middle of a constitutional crisis. We have to come together and make a compromise.

I'm going to pay a very heavy political price for doing this. But I feel some solace in knowing I'm doing the right thing.

Those are the brave words from Republican Representative Chris Ward (R-Brighton) as he spoke with the press corps. at 4:30 this morning explaining his vote in favor of HB 5195 to increase the state income tax from 3.9% to 4.6%.

Citing constituent opinion "3 to 1 against tax increase", Ward temporarily stepped aside from his leadership position within the House Republican Caucus because he joined ranks with Speaker Andy Dillon (D-Redford Twp.) and Majority Floor Leader Steve Tobocman (D-Detroit) in voting for this bill.

When asked what reasons within his own district spurred his decision, Ward cited public education.

My public schools are feeling a terrible crunch. Cost of public education is skyrocketing, as are retirement, health care costs, etc. Good public schools mean a lot to me.

I abhor taxes, but this is a fair way to do it with the least impact on state services. This is the first of many, many difficult votes necessary for this chamber to move on from this crisis. I find some solace in knowing I'm doing the right thing.

It certainly wasn't the most popular thing for Rep. Ward to do, and the fact that he had to temporarily step down from his Caucus leadership position took a lot of guts. I would think that there would be very few people who would want to be in his shoes right now.

I commend Rep. Ward, and I would ask that each and everyone of you, regardless of whether or not you live in his district, would do the same. Positive reinforcement has a longer lasting impact than does the negative. While we always know that doing the right thing isn't always popular, we are much more cognizant of it when we actually witness it.

An End in Sight?

Democrats Lisa Wojno of Warren and Dudley Spade of Tipton both flipped their green buttons on the tally board around 4:45 Friday morning to signify support for HB 5195, the bill that would stop a government shutdown by a slight raise to the state's income tax.

Republican Rep. Chris Ward of Brighton, so far the lone member of his caucus to vote with a majority of Democrats said that his fellow colleagues Judy Emmons of Sheridan and Dick Ball of Bennington Twp. would soon follow his lead.

It looks as if the Democrats will be wrapping up this day and night long vote quickly.

Gov. Pingree backs down

It's come to my attention that some Democratic house members are nervous that our $50 Michigan Legislature summer break photo contest is targeted at them.

Good. I'm glad they're nervous (at least certain members). But...after much reflection and thought, I have decided to limit the $50 prize to just Republican obstructionist members of the legislature.

It's no secret that I'm hugely disappointed with the current House leadership. Mike Bishop and the Senate Republicans are the main obstacle to progress on passing an income/service tax increase. But Andy Dillon, Steve Tobocman, and the House Dems' timid refusal to release the votes and move forward gives Bishop cover - and a great excuse sit back and do nothing. For instance, there's this quote from Rep. Paul Condino (D-Southfield) Friday's (subscription only) MIRS:
"I think it was very clear that the Senate was not willing to follow up on a vote like that this week, or maybe even next week, for a variety of reasons. I think regardless of what those reasons were it was incumbent on the Speaker to make sure we're protecting our members who are in competitive seats. I think he wisely said that he has to wait to pull the trigger when the time is right.

So, I follow the Speaker's logic on this. I believe that when this (a tax hike) comes out of the House, there has to be an almost immediate vote for it in the Senate. That wasn't going to happen this week and I think Speaker Dillon was right. As someone in our caucus said 'I don't want Leon DROLET's pink pig following me around in the 4th of July parade unless we're actually ready to get this out of both houses.'

This is a budget that doesn't absolutely have to be done until October, why vote for a tax increase at this time without knowing what the Senate will do with it? So for this particular moment I think the Speaker made a wise decision."
Why? Well, let me offer a few reasons:
  • Michigan desperately needs new revenues. Everyone not associated with Grover Norquist knows this. Voting for new revenues is the simply the right thing to do. 
  • Schools and universities now have to plan not knowing whether their state funding will actually be there. Double-digit tuition hikes are already on the table. 
  • Stalling gives Mike Bishop political cover and undercuts the governor's ability to bargain.
  • Not sold? Okay, let's try self interest: further delays only make the pig man stronger. For instance, read this from last week's Gongwer:
    With him vehemently opposing a tax hike, the Legislature might have done former Rep. Leon Drolet a favor by not voting on one before recessing but in the same vein, putting themselves at a disadvantage.  If a tax vote had been taken, Mr. Drolet, now head of the Michigan Taxpayers Alliance, said his resources would likely have to be targeted at just two or three lawmakers because recall efforts will be expensive and donors so far have forked over $60,000. (emphasis added)
Yes, I know it's really scary to think that the pig man might come to your locale and try to get you recalled. Who knows? He might even succeed in a few cases. But unless someone finds a magic pot of cash somewhere  - or is prepared to eviscerate government services in ways that will provoke an even more hostile reaction - the tax vote is coming. The only question is whether you will muster the courage to face it head on - or whether you will continue to sit at the end of the diving board, periodically dipping your toe in the vain hope that the water will become more comfortable.

I can hear the chorus now: the majority! We must protect the majority!

Unfortunately, right now, I find myself wondering what the point of having a majority is if you can't even use it  to accomplish basic tasks like keeping the state solvent. At least with Craig DeRoche as Speaker it was pretty clear where the lines were drawn.

And then there's the House Dems' decision to join Mike Bishop in taking a 2-week vacation... (BTW, the Lansing State Journal reports this morning that the vacation has apparently been scaled back and will end July 10. If true, that's a step in the right direction).

All of this was going through my head as I put together the photo contest - and that's why I left it deliberately vague.

But I've since realized that we're only six-months into the current legislative term. In other words, there's still a year and-a-half left. There is still time for our lawmakers to show they are worthy of the offices they now hold.

I'm not ready to give up on the House Dems yet - if for no other reason than we're pretty much stuck with each other. And I have to hope that eventually these term-limited legislators will learn that sometimes they have to stand up to their overprotective staffers and take a risk. It's what you call "leadership."

So there you have it House Dems. Enjoy your parades. You're off the hook...for now. But if this continues to drag on and on, and there are more vacations, as always, I reserve the right to change my mind.
